Anjak Piutang Sulit Akses Dana Bank

Pelaku usaha pembiayaan
anjak-piutang (factoring) di
Tanah Air mengeluhkan
sulitnya pendanaan perbankan
untuk mengembangkan usaha,
terlebih karena sebagian bank
memiliki fasilitas untuk bisnis
tersebut.
Kepala manajemen Risiko
International Factors Indonesia
(IFI) Ivan Aphtioman menilai
bank cenderung resisten
memberikan kredit kepada
perusahaan anjak
piutang."Kalau dibilang
perkembangannya lamban ya
karena itu, permasalahan
funding-nya yang mahal,"
tuturnya kepada Bisnis,
kemarin.
Akibatnya, meski perusahaan
anjak piutang telah diizinkan
beroperasi sejak 1998, namun
tak banyak yang berminat
bergerak di bidang ini. Saat
ini, IFI, dahulu bernama Niaga
Factors Indonesia, merupakan
satu-satunya pemain di jasa
pembiayaan ini.
Bahkan pada 2005, ketika
masih menjadi milik Bank
Niaga, perusahaan ini sempat
memprioritaskan kreditnya di
bidang pembiayaan
otomotif.Selain itu, tambah
dia, perkembangan anjak
piutang di Indonesia juga
terhambat oleh beberapa
fasilitas di bank yang serupa
dengan anjak piutang, yakni
melalui account receivible
(AR).
Dengan fasilitas ini, piutang
perusahaan dapat 'diambil-
alih' bank. Imbasnya
pelanggan lari ke bank karena
mereka mendapat fasilitas
serupa anjak-piutang tetapi
dengan bunga lebih murah.
"Ini bedanya tipis dengan
factoring. Kalau factoring kan
piutang itu harus dijual,"
jelasnya. Ivan menduga
kondisi ini tak akan banyak
berubah di 2006.
Modal baru
Menghadapi itu, lanjut Ivan, IFI
akan mendapat suntikan
modal lebih besar dari
perusahaan induknya yang
baru, yakni Indonesia Factors
Singapore (IFS). Selain itu,
skema factors di Singapura
yang terkenal efektif
diharapkan dapat diterapkan
pada 2006 nanti.
Analis Kredit IFI Herdy
Turangan mengatakan skema
di bank itu memang mirip
dengan anjak-piutang. Meski
demikian, jasa pembiayaan
anjak-piutang tetap
menawarkan kelebihan dan
kemudahan dibanding bank.
"Kalau di bank selain syarat
administrasi lebih susah,
prosesnya juga bertele-tele.
Sementara di factors, meski
biayanya sedikit lebih mahal
kita memberikan pelayanan
lebih cepat," katanya.
Belum lagi, tambah dia,
persyaratan colateral di bank.
Di sisi lain, lanjut dia, pihak
factors nanti juga akan
menagihkan piutang klien
mereka langsung kepada
nasabah.
Menurut dia, kendala terbesar
pengembangan jasa anjak
piutang di Indonesia adalah
rendahnya pengetahuan
kalangan pengusaha di
Indonesia mengenai efektivitas
jasa pembiayaan anjak-
piutang.

Aku tersadar dari tidurku. Ternyata aku bermimpi! Pena yang tadi aku gunakan untuk menulis,masih berada ditelapak tanganku. Kulayangkan pandananku keluar. Bintang-bintang seakan ingin menunjukkan betapa bahagianya mereka diatas sana. Kejadian itu...kejadian yang sudah membuatku kehilangan orang yang aku cintai,tidak dapat aku lupakan begitu saja. Kevin...sampai kapan aku harus menunggu jawaban dari kamu.
Aku beranjak dari meja belajarku dan bersandar ditepi jendela. Tanpa aku sadari,setitik kristal putih jatuh dari mataku. Aku tidak tahu apa yang harus aku lakukan tanpa Kevin disisiku. Kevin...aku akan selalu menunggu jawaban dari kamu. Hatiku akan selalu bersamamu.
